DdOSC earns 2nd-highest rating among Mindanao SUCs in 2024 DBM Annual Budget Review

True to its goal of effective and efficient resource management, Davao de Oro State College received the second-highest rating among State Universities and Colleges (SUCs) in Mindanao in the 2024 Agency Performance Review (APR) dubbed ‘Budget ng Bayan Monitor’ released by the Department of Budget and Management.

With a rating of 4.80 out of 5 or Very Satisfactory, DDOSC trailed only the Davao Del Sur State College, which registered a perfect 5.0 or Outstanding rating, and ranked ahead of Caraga State University, which scored 4.78.

The APR cited the following as the bases for the high rating:

“The College is commended for achieving substantial BURs of 98.7% for Obligations and 94.8% for Disbursements. The college also exceeded all 11 physical targets and submitted 100% of required documents on time.”

Furthermore, the APR highlighted DDOSC’s significant achievements across three primary programs: the Higher Education Program, the Research Program, and the Technical Advisory and Extension Program.

For the Higher Education Program, DDOSC achieved a 185.3% success rate in first-time licensure exam passers and produced 13 outputs, exceeding the target of four in the Research Program.

Meanwhile, the TAEP implemented 30 extension programs, far surpassing the target of six, due to strong community involvement and partnerships led by former Extension Services Director Dr. Rona C. Apolinario.

DDOSC President Dr. Lilybeth M. Matunhay commended the Budgeting Unit, led by Aimee Lyn M. Torreon, as well as to faculty, staff, and students whose collective efforts contributed to the recognition.

She further noted that this milestone is proof that with a strong sense of purpose as civil servants, DDOSC can achieve excellence and remain accountable stewards of public resources.

DBM touts the Annual Agency Performance Review as a rigorous evaluation of government agencies’ financial and physical performance to track budget use, address bottlenecks, and enhance efficiency.
