Heads, supervisors undergo SPMS workshop
Aiming to strengthen its institutional performance system, Davao de Oro State College gathered its institutional heads and supervisors from all campuses for a Capacity Building Workshop on the Strategic Performance Management System (SPMS) held on November 19–21, 2025, at Hijo Resorts, Madaum, Tagum City, Davao del Norte.
Organized by the Human Resources Management Unit in collaboration with the Planning Unit, the three-day activity sought to enhance the quality and effectiveness of the Office Performance Commitment and Review (OPCR) and Individual Performance Commitment and Review (IPCR) processes within DdOSC.
The workshop forms part of the College’s broader thrust to strengthen its performance monitoring culture and ensure alignment with updated Civil Service Commission (CSC) standards.
In her opening remarks, DdOSC President Dr. Lilybeth M. Matunhay underscored the importance of a responsive and well-aligned SPMS in driving organizational excellence.
“A strong performance management system ensures that every office and every employee is moving toward the same institutional goals. It allows us to track our progress, identify areas for improvement, and continuously elevate the quality of service we deliver to our stakeholders,” Dr. Matunhay emphasized.
Serving as the resource person was Dr. Fe Jennifer B. Perez, a renowned Civil Service and Human Resource Development consultant and author of multiple publications on governance and public-sector performance.
Dr. Perez discussed the history, principles, and policy guidelines of the SPMS; strategies for improving the OPCR and IPCR; and ways to strengthen alignment with CSC-mandated standards and DDOSC’s institutional targets.
On the final day, the College’s Performance Management Team is scheduled to undergo a specialized training session with Dr. Perez focused on performance monitoring and evaluation.
A total of 65 participants took part in the activity, which featured hands-on workshops on refining, streamlining, and harmonizing existing OPCRs and IPCRs across campuses.
Through collaborative sessions, participants reviewed current Major Final Outputs, success indicators, identified gaps, and crafted improvements to ensure consistency, clarity, and measurable outcomes.
