With more than a decade of experience in public service, Sir Kim F. Baloca, CPA, brings his unmistakable brand of youthful vigor, financial expertise, and a pragmatic leadership style to his role as the institution’s top administrative officer.

A consistent academic achiever, Sir Baloca graduated at the top of his class in both elementary and high school. He then earned his Bachelor of Science in Accountancy degree as Magna Cum Laude and went on to complete a Master’s in Business Administration.

In 2014, Sir Baloca began his professional career as an accountant at the Provincial Governor’s Office of Compostela Valley (now Davao de Oro). In 2015, he made the jump to the academic sector and was hired as Accountant II at Compostela Valley State College, now Davao de Oro State College (DDOSC). He was first promoted to Accountant III and assigned as Head of the Accounting Unit. Proving to be an effective leader, in 2023, he was appointed as Supervising Administrative Officer and designated Head of the DDOSC Finance Division, and immediately positively impacted the fiscal management of the institution. His exemplary performance proved him to be a key pillar of the leadership of the College and ultimately led to his appointment as Chief Administrative Officer in 2025.

Throughout his tenure in DDOSC, Sir Baloca has been instrumental in professionalizing and strengthening the College’s financial and administrative systems. For instance, his leadership was a vital cog as the College earned an unmodified audit opinion for its financial statements for Fiscal Year 2023. Undoubtedly, his initiatives have significantly improved operational efficiency, transparency, and accountability across the College.

Sir Baloca, widely regarded for his forward-looking leadership and management approach, has helped position the College to meet the increasing demands of institutional growth and accreditation requirements. As DDOSC continues to evolve as a premier higher education institution, his role in shaping the administrative backbone of the College remains crucial to its sustained progress and success.
