DDOSC earns coveted 'unmodified audit opinion' in COA exit conference

In reflection of the College’s efficient fiscal management, the Commission on Audit gave Davao de Oro State College an “unmodified audit opinion” of its financial statements for the Fiscal Year (FY) 2023 during the Exit Conference on March 13, 2024 at the DDOSC Board Room.
 
An unmodified opinion, also called a “clean opinion,” denotes that the agency’s financial statements were fairly presented per the provisions of the Philippine Public Sector Accounting Standards (PPSAS).
 
President Dr. Christie Jean Villanueva-Ganiera, CESE, led the DDOSC bigwigs present during the said meeting which included Dr. Lilybeth M. Matunhay, Chief Administrative Officer; Kim F. Baloca, CPA, Supervising Administrative Officer and College Accountant; and Rotchil G. Piastro, CPA, Budget Officer III.
 
“This is a testament to the College’s unrelenting commitment towards financial efficiency and transparency,” Dr. Ganiera stressed in her message.
 
“As an institution, we are dedicated to upholding national standards and ensuring complete accountability and transparency towards our stakeholders.”
 
It is crucial to understand that an unmodified opinion does not guarantee absolute perfection; rather, it indicates that any noted inconsistencies were either corrected by DDOSC or deemed insignificant, having minimal influence on financial decisions.
The COA team, meanwhile, included Jocelyn A. Cardenas, Supervising Auditor; Susana M. Durano, Audit Team Leader; Karen H. Navarez, Audit Team Member; Allan Fritz R. Mesiona, Audit Team Member; and Junelle A. Talibutab, State Auditing Examiner.
 
In an interview, Mr. Baloca commended the entire Accounting Office staff for their unwavering dedication and commitment, trumpeting their invaluable role in securing this positive audit outcome.
