#bayaNIAn: NIA, DdOSC empower local cooperatives through governance, parliamentary orientation

To strengthen local agricultural governance, the National Irrigation Administration (NIA) Region XI – Davao de Oro Irrigation Management Office (IMO), in partnership with Davao de Oro State College, held a comprehensive orientation on parliamentary rules and institutional responsibilities on June 18, 2026, at the George Function Hall in Poblacion, Compostela, Davao de Oro.

The day-long event was organized for selected National Irrigation Systems (NIS) Irrigators Associations (IAs) and newly established cooperatives across the province to enhance their leadership and operational efficiency.

The training is a key initiative under Project AGOS: Accelerating Growth & Opportunity for Sustainable Farming in Davao de Oro, an extension program led by Dr. Jeson N. Geroche.

In the morning, Tito D. Palmerola, a faculty member from the Agriculture Department of the DdOSC Main Campus, served as the resource speaker for the segment on Parliamentary Rules and Procedures. He guided the participants through the essential protocols of conducting orderly meetings, and managing motions within their respective associations.

The afternoon session opened with an initial discussion on Irrigators Association (IA) Duties and Responsibilities, highlighting the roles these organizations play in managing local water resources and farming infrastructure.

To put these concepts into practice, the participants transitioned into a workshop proper, allowing the leaders to map out strategic actions. The workshop was complemented by the administration of pre-test and post-test assessments, which gauged the participants’ knowledge and measured the learning outcomes achieved after the sessions.

The event was met with messages of support from Engr. Alex A. Merlin, Engineering & Operation Section Head, and Engr. Rona B. Presto, Division Manager, NIA DDO.

Through active partnerships like Project AGOS, NIA and DdOSC continue to foster the spirit of bayanihan, empowering farming communities throughout the region.
